Chinese government relaxed their ''one child'' policy almost two years ago. Now, for example, Shanghai by building nurseries in 50 workplaces encourage women to have a second baby. The ageing population which has a crucial impact on the economy is the reason for such actions. The problem is that bringing up children is very expensive in China. What's more, women are afraid that while beeing pregnant they won't be able to keep their jobs.
In my opinion, creating ''taking care'' places is a good idea, although it won't solve the fact that having more children is a pretty big investment. Maybe the authorities should think about some kind of material help programme, like in Poland. On the other hand, China's population is so big that it might not work in aspects of country's budget.

2. to stabilise = to make sth balanced, predictable (?)
ex: It's all a part of stabilising Somalia and getting it back to a proper way.
3. frivolous = not seriously/ recklessly
ex: This probably sounds a little bit frivolously, but when you're talking about banknotes there are always questions about their design.
Careful - FRIVOLOUS is an adjective and RECKLESSLY/SERIOUSLY are adverbs so you can't treat them as synonyms.
